Overview
Nùskèf Se was founded durring the late 13th century in winter of the year 1153, by Zlèdshëm Owens. The establishment of Nùskèf Se was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Zlèdshëm Owens struck deals with nearby nations and communities to establish Nùskèf Se as a prison colony.
Nùskèf Se was built using the conventions of Tauric durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Nùskèf Se is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Nùskèf Se is is constructed arround a series of premissive flagstone mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. Astonishigly, the exceptionaly well made fortifications are in pristine condishion, as if they had just been finished before you laied eyes upon them.
Nùskèf Se seems to be abandoned at first. There are people present, working their trades and going about their business like any community, it’s just they are absurdly quiet. Just as you start to think there might be trouble, you see most of them are reading. The entire town feels like a library, with those not reading remaining quite to not disturb those who have their nose in a book. The longer you remain in Nùskèf Se the more you start to wonder if you’ve entered some strange open-concept University rather than a town, but you can’t quite say such with certainty.
Civic Infrastructure
Nùskèf Se has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Nùskèf Se. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Nùskèf Se's parks.

Nùskèf Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. Cultural Notes
Nùskèf Se's locals despise outsiders. For some “outsiders” may be natives of foreign lands, while others might have a grudge against anyone from outside the community. These locals have an active loathing, and the outsiders allowed to trade or interact with them do so at a heavy disadvantage.
Nùskèf Se's town hall was built using a different architectural style from the rest of the town. The style used is characterized by towering round arches, massive stone and brickwork, small windows, thick walls, and a propensity for housing art and sculpture depicting mythological scenes. The building's general shape would be a clever and ascetic combination of geometric shapes, which would be blended together by joining elements. The style's decorative features were largely internal rather than external and incorporated semicircular arches for windows, doors, and arcades; barrel or groin vaults to support the roof of the nave; massive piers and walls, with few windows, to contain the outward thrust of the vaults; side aisles with galleries above them..
Due to the actions of local Kami, spring is short in Nùskèf Se.

Nùskèf Se's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves sex to channel Necromancy energies of tier 3 via singing.
